Jon Tester, the Montana Democrat who chairs the subcommittee, and Susan Collins, the ranking Republican from Maine, stated that they are in lockstep that the military needs more money, despite a budget cap imposed by the Fiscal Responsibility Act.
"America’s economic prosperity is linked to strong cybersecurity defenses in the private sector," the letter says.
Knowing when to build on commercial systems and when to develop something new can be the difference between parity and information dominance.
"We shouldn’t be relying on voluntary reporting to protect our critical infrastructure," Sen. Warner said.
Sen. Warner's draft legislation, long expected, marks one of the first attempts to create a federal law mandating cyber incident reporting by some entities. Notably, the bill provides reporting entities with a degree of privacy and legal protection.
"Some do not believe this is an appropriate role for the government..." Republican Sen. Young said in an interview. "...[B]ut, simply, the private sector and venture capital community is not up to shouldering this task on its own."
